Anne McAndrew

Ms. Anne McAndrew is performing the duties of the Under Secretary of Defense (Comptroller)/Chief Financial Officer in addition to her responsibilities as the DoD Deputy Comptroller for Program/Budget in the Office of the Under Secretary of Defense for Comptroller (OUSD(C)). She is the most senior DoD career financial manager/advisor within DoD, who is responsible for budget policy, budget formulation, congressional budget justification, funds allocation, program execution, cost control, and evaluation of the entire Defense budget totaling more than $800 billion. She leads many DoD-wide efforts to obtain the needed legal authorities and resources to advance DoD’s strategic objectives and priorities, such as securing $13B to support Israel’s defense, over $110B to support Ukraine after the unjustified and unprovoked invasion of Russia, acquiring over $8B to support the evacuation and resettlement of over 120,000 Afghan refugees, and obtaining $10.5B for COVID-19 responses.

Previously, Ms. McAndrew was the Director of the Military Personnel and Construction (MPC) within the OUSD(C). She was responsible for all fiscal matters (~ 1/3rd of DoD's resources) regarding the Department's military pay and benefits, physical infrastructure on military installations, and global basing matters (e.g., overseas posture). She led multiple major DoD efforts, such as "growing” the ground forces, military drawdown, natural disaster supplementals, overseas contingency operation supplemental requests for MPC, and military compensation reforms.

Prior to this position, she served as the Associate Director for Personnel and Health Care and was responsible for all financial matters regarding the military and civilian compensation, as well as operation and maintenance programs (e.g., readiness training) for the Reserve Components. Prior to 2004, she also oversaw a number of major military readiness and administrative programs, including ground operating tempo, flying hours, etc., and authored the initial Global War on Terrorism supplemental requests after the 9-11 terrorist attacks.

Ms. McAndrew has over 30 years of experience (~20 years in the Senior Executive Service) in resource management and analysis with hands-on experience at all levels of the Department of Defense - field activity, major command, Service headquarters' staff, and the Office of the Secretary of Defense (OSD). Before coming to OUSD(C), she served in various other financial management areas in the Office of the Assistant Secretary of the Navy (Financial Management), Naval Air Systems Command, Naval Training Systems Center, and Naval Training Center.

Ms. McAndrew holds a Master of Business Administration degree. She received three Presidential Rank Awards (PRA) (two Distinguished and Meritorious) and several other awards, to include multiple Exceptional Civilian Service Awards and Special Act Awards. She was also the first DoD Fellow for the CSIS Women's Global Leadership Program, a year-long Fellowship with the private sector.
