The Human Capital and Resource Management Directorate advises and assists the USD(C)/CFO in managing the DoD-wide Financial Management workforce development. HCRM also has responsibility for OUSD(C)’s internal management and administration functions including: resource management, contracts, facilities, personnel, correspondence and IT. HCRM has the following functions:
- Functional Community Management for DoD-wide Financial Management (FM)
- Developing/administering DoD financial management workforce development programs including the DoD Financial Management Certification Program, FM career roadmaps, and the USD(C) Awards program
- Developing/administering FM training programs and supporting systems to include FM OnLine, FM myLearn, and the FM Certification Learning Management System
- Development of new FM web-based training and course-to-competency alignment of existing training
- The DoD FM Strategic Workforce Plan
- Oversight of OUSD(C)’s internal management and administration functions including: resource management, contracts, facilities, personnel, correspondence management and Information Technology
- Formulating USD(C)’s budget and managing execution of the approved program
- Overseeing OUSD(C) contract administration
- Developing, implementing, and administering OUSD(C) Human Resource programs
- Managing OUSD(C)’s continuity of operations (COOP) plans, policies and programs
