06/30/2022: The Office of the Under Secretary of Defense (Comptroller), in collaboration with the Defense Finance and Accounting Service successfully completed its project to revise the DoD FMR and achieved compliance with section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. § 794d). As part of this project, the FMR paragraph structure was also revised to improve user navigation and the capability to easily identify complete paragraph citations at every paragraph level.

05/17/2022: The DoD FMR Volumes 2B, 5, 7B, and 8 were updated in accordance with Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. § 794d), and published.
The DoD FMR Volume 2A is in progress and all other volumes/chapters are 508 compliant.

March 2022
03/31/2022: The DoD FMR Volumes 7A, 9, 12, and 15 were updated in accordance with Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. § 794d), and published.

06/23/2021:: The Office of the Under Secretary of Defense (Comptroller) is revising the Department of Defense Financial Management Regulation (DoD FMR), DoD 7000.14-R, in accordance with Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. § 794d). This law requires that when Federal Agencies develop, procure, maintain, or use information and communication technology, individuals with disabilities (Federal employees and the public seeking information) have access to and use of information and data that is comparable to the access and use by individuals without disabilities, unless an undue burden would be imposed on the agency. Changes being made to the FMR for Section 508 compliance are primarily in the background and will not be visually apparent to users.
As part of this effort, the Department is improving user navigation by modernizing the FMR paragraph structure. When reading a subparagraph and a user wants to identify the beginning section/paragraph number for citation, the user must manually search for the location, page-by-page. In the new paragraph structure, the section, paragraph, and subparagraph will be visible on every page.
The revised chapters will be published in groups according to their volume number. During the transition period, users will see both the old and new paragraph structure until all chapters are reissued. The internal references to FMR sections/paragraph numbers within the text will be highlighted and corrected to the new structure after all chapters are completed and reissued.
