About the FMR

     The Office of the Under Secretary of Defense (Comptroller) (OUSD(C)) is responsible for publication and maintenance of the Department of Defense (DoD FMR), DoD 7000.14-R under the authority of DoD Instruction 7000.14. The OUSD(C) introduced the FMR online in Adobe Acrobat Portable Document Format (PDF) in 1997. Innovative at the time, it provided users online access to hundreds of individual chapter PDF files estimated at 9,000 pages.

     The FMR went through a modernization effort in 2013 to provide three-tiered access, i.e., individual chapter files, volume files, and the entire Regulation in a single file. For the first time, the new Regulation and volume files allowed users the ability to conduct an electronic search across the entire Regulation or the option to limit the search to the subject matter of a single volume. The FMR remained as PDF files; however, bookmarks were added to the files that begin at the volume level and cascade to the paragraph level within each chapter to enhance navigation for users. The modernization effort resulted in improved content visibility, ease of use for all experience levels from the novice to the expert user; and increased efficiency by decreasing research time to obtain decision-making information.

     Today, the FMR consists of over 7,000 pages, roughly 350 chapters, sorted by subject matter into 20 volumes plus separate Intro and Glossary files. The FMR is updated and reissued by chapter and obsolete chapters remain available in the Archives section of the website. The purpose of the Regulation and volume files are to enhance the user experience. The number of volumes / chapters / pages may change periodically based on revisions necessary to incorporate new requirements or other FMR streamlining efforts.
