Enterprise Financial Transformation (EFT)

As the OUSD(C) Engine for Change, the Office of the Deputy Comptroller for Enterprise Financial Transformation (EFT) is responsible for streamlining and standardizing enterprise financial operations, optimizing resources allocation, enhancing data analytics to meet compliance and auditability requirements, and modernizing and simplifying our Financial Management (FM) business systems environment. EFT is also responsible for the development and execution of the DoD FM Strategy and serves as the chief data officer within the USD(C). EFT supports the USD(C)’s statutory role of supervising and directing the preparation of budget estimates, system oversight and compliance, progress reporting, and audit by performing the following functions:

  • Leads and oversees the ingestion, organization, and sustainment of FM data across the Department of Defense (DoD) FM enterprise. Focus is on auditability, data transparency, and system optimization opportunities. Examples include general ledger transactions, Fund Balance with Treasury, Universe of Transactions, Intergovernmental Transactions (IGT), and audit Notice of Findings and Recommendations (NFR).
  • Serves as the FM functional lead for data acquisition and capability development within the DoD’s Advana program.
  • Leads and oversees the DoD’s enterprise FM data analytics effort (e.g., Robotic Process Automation, Artificial Intelligence / Machine Learning, and data visualization) to provide DoD-wide automated capabilities, tools, and applications to support audit and operational excellence through account reconciliation, improper payment detection, budget to execution tracking, and independent analysis for DoD leadership.
  • Drives the optimization and transformation of the DoD’s FM Information Technology Systems environment to meet mission, security, and audit compliance requirements to modernize and simplify FM business systems and end-to-end process standardization.
  • Leads the oversight of all DoD Revolving Funds and evaluates budget requests to ensure activities are costed, executable, and consistent with DoD priorities.
  • Conducts independent analysis and evaluation to accelerate business process improvements aligned with the USD(C)’s statutory roles (e.g., Planning, Programming, Budgeting, and Execution (PPBE) Reform, contingency reporting, and improving FM data quality).
