Prior to this position, she served as the Associate Director for Personnel and Health Care and was responsible for all financial matters regarding the military and civilian compensation, as well as operation and maintenance programs (e.g., readiness training) for the Reserve Components. Prior to 2004, she also oversaw a number of major military readiness and administrative programs, including ground operating tempo, flying hours, etc., and authored the initial Global War on Terrorism supplemental requests after the 9-11 terrorist attacks.

Ms. McAndrew has over 30 years of experience (~20 years in the Senior Executive Service) in resource management and analysis with hands-on experience at all levels of the Department of War - field activity, major command, Service headquarters' staff, and the Office of the Secretary of War (OSW). Before coming to OUSW(C), she served in various other financial management areas in the Office of the Assistant Secretary of the Navy (Financial Management), Naval Air Systems Command, Naval Training Systems Center, and Naval Training Center.
