The Government Performance and Results Act (GPRA) of 1993
The GPRA required the Department to submit a DoD-wide
strategic plan to Congress and the Office of Management and Budget (OMB)
by September 1997 and strategic plan updates at least once every 3 years.
The law requires each federal agency to annually submit a performance plan
and a performance report to OMB and the Congress. The initial performance
plan was submitted to OMB and the Congress in September 1997 for the
FY 1999 budget. The initial performance report is due to OMB and the
Congress by March 31, 2000. This site provides links to the GPRA legislation and
the Chief Financial Officers Council, GPRA
Implementation Committee. The DoD Quadrennial Defense Review (QDR)
satisfied the requirements for a
GPRA agency strategic plan. The annual performance plan goals and
measures have evolved from the QDR and will be integrated into the DoD
Planning, Programming, and Budgeting System.
