Deputy Comptroller for Enterprise Financial Transformation (EFT)

Krystyna M. A. KolesKrystyna M. A. Kolesarar

Ms. Krystyna M. A. Kolesar serves as the DoD Deputy Comptroller for Enterprise Financial Transformation in the Office of the Under Secretary of Defense for Comptroller (OUSD(C)). She is an advisor to the USD(C) and is responsible for advancing the National Defense Strategy and enabling the CFO of the Future through innovation and data analytics as an engine for change in comptrollership. Operating as a change agent, she is responsible for the following Financial Management (FM) activities: FM business systems; FM planning, budgeting, and performance; and the DoD working capital fund.

Previously, Ms. Kolesar served as United States Army’s Assistant Deputy Chief of Staff (DCS), G-8 in Headquarters Department of the Army (HQDA) where she was responsible for Army Programs, Force Development, and the Center for Army Analysis from December 2020 to April 2023. She was the principal advisor to the G-8 on key issues to include formulating plans and programs, acquiring resources, executing operations, and evaluating results. From January 2013, her former assignment was the United States Army’s Deputy Director, Program Analysis and Evaluation Directorate, HQDA, DCS, G-8. Her broad responsibilities involved development, integration, reporting, and defense of the Army Future Years Defense Program.

Ms. Kolesar also served as the Director, Force and Infrastructure Analysis Division, Office of the Secretary of Defense, Cost Assessment and Program Evaluation from November 2003 to January 2013. Previously, she operated in the resource allocation arena across all Military Departments. She also led the Partnership-for-Peace teams to Uzbekistan, Hungary, Czech Republic, and Slovakia. She was selected as a U.S. Exchange Officer for the Department of Defence, Canberra, Australia. Prior to 1994, she functioned in a variety of roles in the Department of the Navy as a cost engineer on weapons systems—to include Aircraft Carriers—as well as an International Negotiator for the Navy International Project Office engaging with U.S. allies. Among other prominent awards, she received the 2016 Presidential Rank Award, Distinguished Executive.

Ms. Kolesar is a native of Pennsylvania and graduated Cum Laude from the University of Pittsburgh, School of Engineering. While on scholarship, she completed economics coursework at University College, Oxford University in England. Ms. Kolesar received her Master of Business Administration from George Washington University, Washington D.C. She obtained an Executive Certificate in “Technology, Operation and Value Chain Management” from the Massachusetts Institute of Technology (MIT), Sloan School of Management, and was a fellow in the MIT Seminar XXI on International Relations, Foreign Politics, and the U.S. National Interest. Ms. Kolesar also participated in Harvard’s John F. Kennedy School “Program for Senior Executives in National and International Security.” Since completing the George Mason University program in 2015, she serves as an Executive Coach, credentialed as an Associate Certified Coach, International Coach Federation, 2016. In 2023, Ms. Kolesar received an Executive Certificate in Change Management from Cornell University.
